5. City Hall and District Office System

Second City provides a centralized management system called "City Hall" and a DAO (Decentralized Autonomous Organization) function known as "District Office" to support user-created games.

City Hall's Role

Users can upload their self-developed or purchased 3D models through City Hall. All registered models undergo a simple review process at this stage, ensuring that items do not violate decency standards and that buildings adhere to specifications. Similarly, items such as avatars, vehicles, and skins are subject to scrutiny before being introduced to Second City.

City Hall also handles the issuance of NFTs. When users want to sell or distribute items and models they've created as NFTs, they need the City Hall building. Continuous development is planned to provide more features through City Hall.

District Office's Role

The District Office divides each city into four districts, resulting in the existence of four District Offices.

District Offices fundamentally possess various application functions similar to City Hall. Additionally, they can impose a small tax on CITY tokens mined by Land NFT holders. The District Mayor and Council Members operate in a clan-like structure, and users can be chosen to take on roles and responsibilities within the District Office through voting.

However, the District Mayor and Council Members can be elected through the votes of Land NFT holders in that area. Once elected, they work for the benefit of that district.

This approach fosters activity among Land NFT holders in each district, leading to a competitive market based on free competition.
